La Commission Europ\u00e9enne r\u00e9cidive avec un document de 5 pages<\/a> tr\u00e8s p\u00e9dagogique, qui d\u00e9finit l’open access<\/p>\n

Open access can be defined as the practice of providing on-line access to scientific information that is free of charge to the reader<\/strong>.
\nIn the context of R&D, open access typically focuses on access to ‘scientific information’, which refers to two main
\ncategories:
\n\u2022 Peer-reviewed scientific research articles (published in academic journals);
\n\u2022 Scientific research data (data underlying publications and\/or raw data).<\/p><\/blockquote>\n

La commission note surtout que l’open access ne concerne pas forc\u00e9ment des travaux publi\u00e9s et n’est pas synonyme de mauvaise qualit\u00e9 dans le cas d’une publication.<\/p>\n

It is important to note that:
\n\u2022 Open access publications go through the same peer review process as non-open
\naccess publications;
\n\u2022 As an open access requirement comes after a decision to publish, it is not an
\nobligation to publish: it is up to researchers whether they want to publish some results
\nor not;
\n\u2022 As the decision on whether to commercially exploit results (e.g. through patents or
\notherwise) is made before the decision to publish (open access or not), open access
\ndoes not interfere with the commercial exploitation of research results.<\/p><\/blockquote>\n

Ensuite et seulement viennent les termes de voie verte et voie dor\u00e9e. On a trop souvent tendance \u00e0 d\u00e9finir l’open access avec ces deux voies, or elles ne sont que des modalit\u00e9s.<\/p>\n

Le document mentionne ensuite les b\u00e9n\u00e9fices de l’open access en rappelant l’\u00e9tude de [Swan,2010] qui d\u00e9montre qu’un article en open access a plus de citations qu’un article classique.
\nLa Commission Europ\u00e9enne voit dans l’open access \u00e9galement un potentiel pour accroitre l’innovation, la croissance, la productivit\u00e9 et le retour sur investissement. L’open access, c’est la transparence envers le citoyen et la soci\u00e9t\u00e9 civile.<\/p>\n
